CIFER™ Initiative
Submit basic company and project information to open a complimentary AI capital evaluation, including preliminary screening for federal tax incentives, SBA financing pathways, and state or local AI adoption programs.
Apply →* Program eligibility and any financing remain subject to review, documentation, and independent approval.
CIFER is Data Architect LLC's sponsor-led qualification platform for business owners, operators, and decision-makers planning eligible AI adoption, automation, or modernization projects. The application confirms decision authority, the proposed business use, project timing, and whether the organization is prepared to move within the next 90 days. The objective is not to sell generic software consulting; it is to identify which tax incentives, government-backed financing pathways, and state or local programs may apply to the project.
AI projects often cross tax, equipment, research, workforce, and financing rules that are reviewed separately. CIFER brings those preliminary checks into one sponsor-led path, so the right eligibility questions reach the right decision-maker before procurement, implementation, or filing deadlines narrow the available options.

CIFER is a sponsor-led project capital resources review offered by Data Architect LLC for business owners, operators, and decision-makers evaluating eligible AI adoption, automation, and modernization projects. The application includes preliminary, no-fee industry benefit checks. However, it is not a request for a quote, a tax determination, a regulatory certification, a promise of financing, or a guarantee that any deduction, credit, grant, reimbursement, loan program, advisory resource, or implementation pathway will be available to an applicant. Submitting an application opens our sponsor review process only; applying does not establish eligibility, approval, savings, regulatory compliance, program participation, or a commitment to lend. Review results are based on the historical, non-confidential, or confidential organization and project information provided with the application. This application authorizes operator due diligence, which may include, but is not limited to, up to thirty-six (36) months of tax, financial, payroll, and operating records, together with ownership information, project budgets, vendor proposals, equipment or software records, and documentation supporting research or workforce activity. Executing and completing sponsor diligence does not constitute tax eligibility, credit approval, or guaranteed lending. Any financing remains subject to complete diligence, independent underwriting, lender approval, and definitive documentation. Program availability, rules, deadlines, incentives, and benefits may change without notice and may vary by geography, industry, ownership structure, tax status, project use, placed-in-service date, borrower eligibility, lender requirements, and the classification of each project cost. State or local screening is based on the applicant's operating location; announced, proposed, expired, or developing programs are not represented as currently available awards. This program does not replace the applicant's legal, tax, accounting, technical, cybersecurity, regulatory, or financing advisors. Nothing on this site constitutes legal, tax, accounting, technical, investment, regulatory, or financing advice.
